Nicolas Chaillan to testify before Congress, paints a grim picture of Chinese domination

The United States is lagging behind in the field of artificial intelligence (AI), says Nicolas Chaillan. According to him, China is beyond catching up and there is “a good reason to be angry”.

In recent years, Chaillan has been working within the armed forces on ways to improve cyber security. The former chief software officer of the Air Force says he quit last week in protest at the slow pace of the military’s technological transformation. He also says he cannot see the USA being overtaken by China.

The 37 – year-old Chaillan thinks that the US will no longer be able to compete with China in 15 to 20 years. “It’s already been a race. It’s already over, in my eyes.”He warns that cybersecurity in some government services is still at the level of a kindergarten. He does not mention further details.

The former top official wants to testify in front of the Congress within a few weeks about the Chinese cyber threat to the US. The country spends much more money on defense than China, but according to Chaillan this is not happening effectively. Bureaucracy would also stand in the way of necessary reforms.

According to the former chief software officer technologies, such as artificial intelligence, is much more important for the future of the U.S. such as new fighters such as the F-35. He calls the discussion of ethics in the development of artificial intelligence a inhibitory factor in the US. Companies like Google would also be reluctant to cooperate with the military in AI.

According to Chaillan, the situation in China looks very different. According to the expert, companies must cooperate with the authorities and “huge investments” are being made without regard to ethics.
